With the development of information technology, computer telecommunication networks have appeared that make it possible to transmit information in the form of text and graphics, and, in the future, audio and video information.
Distance learning is a socially-oriented learning technology that ensures the constitutional right and social guarantees of all Russian citizens in the field of education, which actually allows representatives of all social strata of the population, especially disabled people living throughout the Republic of Tatarstan, to receive higher education. Distance learning is the most effective form of organizing the educational process for people who have medical limitations to receive regular education in a stationary setting and who need training exclusively at home. The most important condition for the professionalization of people with disabilities is the possibility of distance learning (DL). Natural requirements for preschool education for people with disabilities are:

  • the opportunity to obtain information about educational conditions, faculties and their programs, and specialties taught without leaving home;
  • reduced tuition fees;
  • unregulated general and “course” duration of training;
  • the possibility of correspondence enrollment in a university based on the results of previous studies or work experience in the chosen specialty (including transfer from full-time to post-secondary education);
  • payment for tuition and mailing of methodological literature and milestone tests (including by e-mail);
  • remote technologies for taking tests and exams;
  • Possibility of consultations by telephone, Internet or by mail.

Distance learning is practically the only possible and effective system for training people with disabilities. This is an economically rational form of social rehabilitation of disabled people and members of their families. Distance learning allows you to create a unified communication space. The proposed technology makes it possible to create an individual program of professional training for each student, gradual improvement of his qualifications, and continuous education throughout his life. Currently, forms of distance learning are being actively introduced in the Republic of Tatarstan. The Ministry of Social Protection of the Republic of Tatarstan has opened a distance learning department for people with disabilities at the Republican Rehabilitation and Technical Center.
