Job responsibilities. Organizes an outpatient appointment with a local general practitioner (pediatrician), provides him with individual outpatient cards, prescription forms, referrals, prepares equipment and instruments for work. Together with the general practitioner (pediatrician), he forms a local medical (therapeutic) site from the population assigned to it, maintains personal records, an information (computer) database of the health status of the population served, and participates in the formation of groups of dispensary patients. Carries out dispensary observation of patients, including those entitled to receive a set of social services, in the prescribed manner. Conducts pre-medical examinations, including preventive ones, recording the results in the outpatient’s medical record. Conducts activities on sanitary and hygienic education and education of the population served, advises on the formation of a healthy lifestyle. Carries out preventive measures to prevent and reduce morbidity, identify early and latent forms of diseases, socially significant diseases and risk factors, organize and conduct classes in health schools. Studies the needs of the population served for health-improving activities and develops a program for carrying out these activities. Organizes the diagnosis and treatment of diseases and conditions, including rehabilitation treatment of patients on an outpatient basis, day hospital and hospital at home. Provides emergency pre-hospital medical care to patients with acute diseases, injuries, poisoning and other emergency conditions on an outpatient basis, day hospital and home hospital. Refers patients for consultations with medical specialists, including for inpatient and rehabilitation treatment, for medical reasons. Carries out measures to prevent infectious diseases, organizes and conducts anti-epidemic measures and immunoprophylaxis in the prescribed manner. Draws up documentation for the examination of temporary disability in the prescribed manner and documents for referral for medical and social examination, as well as a conclusion on the need to refer patients for medical reasons to sanatorium-resort treatment. Interacts with medical organizations of state, municipal and private healthcare systems, medical insurance companies, and other organizations. Together with the social protection authorities, it organizes medical and social assistance to certain categories of citizens: single, elderly, disabled, chronically ill, in need of care. Manages the activities of junior medical staff. Maintains medical records. Takes part in the analysis of the health status of the population served and the activities of the medical (therapeutic) site. Carries out the collection and disposal of medical waste. Carries out measures to comply with the sanitary and hygienic regime in the premises, the rules of asepsis and antisepsis, the conditions for sterilization of instruments and materials, and the prevention of post-injection complications, hepatitis, and HIV infection.

    Job responsibilities. Cleans premises in a medical organization. Assists the senior nurse in obtaining medications, instruments, equipment and delivering them to the department. Receives from the housewife and ensures proper storage and use of linen, household equipment, dishes and detergents. Cleans bedside tables for bedridden patients after each meal. As directed by the ward nurse, accompanies patients to diagnostic and treatment rooms. Acts as a courier and washes pharmaceutical glassware. Informs the sister-housewife about malfunctions in the heating system, water supply, sewerage and electrical appliances. Prepares rooms and baths. Systematically (after each patient) carries out sanitary and hygienic treatment of the bathtub and washcloths. Assists patients in taking a hygienic bath, undressing and dressing. In the absence of a junior nurse, he receives underwear and bed linen from the housewife and changes it. Receives ready-made food at the catering unit, checks it by weight and count. Signs the handout sheet. Heats food. Distributes hot food to patients according to the menu and prescribed diet. Washing dishes, cleaning the pantry and dining room, observing sanitary requirements.     Nurse driver

    Job responsibilities. Together with the paramedic, he carries out carrying, loading and unloading of sick and injured people during their transportation, assists the doctor and paramedic when they perform diagnostic and therapeutic procedures, and carries medical equipment. Provides assistance to medical personnel in accompanying patients. Drives an emergency medical vehicle classified as one of categories “B” or “C”. Fills the vehicle with fuel, lubricants and coolant. Prepares travel documents. Checks the technical condition and acceptance of the vehicle before leaving the line. Returning the car and placing it in the designated place upon returning from work.     Sister-hostess

    Job responsibilities. Supervises the work of nurses and cleaners in keeping the premises of a medical organization (unit) clean and in order, provides the serviced unit with household equipment, special clothing, hygiene items, office supplies, detergents, bed and underwear for patients. Changes gowns and towels for employees of medical organizations. Draws up requests for repairs of premises, equipment, inventory and monitors its implementation. Provides food units (buffet, canteen) with equipment, utensils and ensures their correct labeling and use. Maintains accounting and reporting documentation.

    Packer

    Industrial training instructor for workers

    mass professions

    Job responsibilities. Trains unskilled workers and apprentices in modern techniques for performing production operations, operating machines, machine tools, etc. Plans educational work and keeps records of the implementation of industrial training programs, the results of students’ work and their progress. Monitors the provision of safe working conditions for trainees and the equipping of their workplaces with everything necessary to perform the work. Conducts introductory and ongoing training for all new workers. Summarizes best work experience in the relevant profession, transfers it to trainees in order to improve their qualifications, introduce rational techniques and methods of work. Monitors the correct execution of technological operations by trainees, the quality and productivity of their work. Provides additional instruction to trainees to eliminate identified deficiencies.

    Qualification requirements. Secondary vocational education in the profile of the work performed without requirements for work experience or secondary (complete) general education, special training and work experience in the profile of at least 3 years.

     The qualification characteristics for the position “Doctor-specialist” apply to positions of medical specialists for which this section of the EKS does not provide for separate qualification characteristics.

    In accordance with Part 1 of Art. 70 of the Federal Law of the Russian Federation No. 323-FZ, the attending physician is appointed by the head of the medical organization (division of the medical organization) or is selected by the patient taking into account the consent of the doctor. If a patient requests a replacement doctor, the head of a medical organization (division of a medical organization) must facilitate the patient’s choice of another doctor in the manner established by the authorized federal executive body.

    The attending physician organizes timely qualified examination and treatment of the patient, provides information about the state of his health, at the request of the patient or his legal representative, invites specialist doctors for consultations, and, if necessary, convenes a council of doctors for the purposes established by Part 4 of Article 47 of this Federal Law. Recommendations of consultants are implemented only in agreement with the attending physician, with the exception of cases of emergency medical care (Part 2 of Article 70).

    The attending physician, in agreement with the relevant official (head) of the medical organization (division of the medical organization), may refuse to monitor the patient and his treatment, and also notify in writing of the refusal to perform an artificial termination of pregnancy, if the refusal does not directly threaten the patient’s life and health of others. If the attending physician refuses to monitor the patient and treat the patient, as well as in the event of a written notification of refusal to perform an artificial termination of pregnancy, the official (head) of the medical organization (division of the medical organization) must organize a replacement of the attending physician (Part 3 of Art. 70).

    The attending physician, when recommending a medicinal product, medical device, specialized medical nutrition product or breast milk substitute to a patient, is obliged to inform the patient about the possibility of receiving the corresponding medicinal product, medical device, specialized medical food product or breast milk substitute without charging a fee in accordance with the legislation of the Russian Federation. Federation (Part 4, Article 70).

    The attending physician establishes a diagnosis, which is based on a comprehensive examination of the patient and a medical report drawn up using medical terms about the patient’s disease (condition), including the cause of the patient’s death (Part 5 of Article 70).

    The diagnosis, as a rule, includes information about the underlying disease or condition, concomitant diseases or conditions, as well as complications caused by the underlying disease and concomitant disease (Part 6 of Article 70).

    Certain functions of the attending physician for the direct provision of medical care to the patient during the period of observation and treatment, including the prescription and use of medications, including narcotic drugs and psychotropic drugs, by the head of a medical organization when organizing the provision of primary health care and emergency medical services may be assigned to a paramedic or midwife in the manner established by the authorized federal executive body (part 7 of article 70).

    Doctor's oath contained in Art. 71 of the Federal Law of the Russian Federation No. 323-FZ, according to which Persons who have completed the educational program of higher medical education, upon receipt of a document on education and qualifications, take a doctor’s oath with the following content:

    “Receiving the high title of doctor and starting my professional activities, I solemnly swear:

    honestly perform your medical duty, devote your knowledge and skills to the prevention and treatment of diseases, preserving and strengthening human health;

    be always ready to provide medical care, maintain medical confidentiality, treat the patient with care and attention, act exclusively in his interests, regardless of gender, race, nationality, language, origin, property and official status, place of residence, attitude to religion, beliefs, affiliation to public associations, as well as other circumstances;

    show the highest respect for human life, never resort to euthanasia;

    remain grateful and respectful to your teachers, be demanding and fair to your students, and promote their professional growth;

    treat colleagues kindly, turn to them for help and advice if the interests of the patient require it, and never refuse colleagues help and advice;

    constantly improve your professional skills, protect and develop the noble traditions of medicine.”

    The doctor's oath is taken in a solemn atmosphere.

    Federal Law No. 323-FZ does not contain articles specifically devoted to paramedical workers. However, it is necessary to separately consider qualification characteristics of a nurse , set out in the Unified Qualification Directory of Positions for Managers, Specialists and Employees, approved by Order of the Ministry of Health and Social Development of the Russian Federation (Ministry of Health and Social Development of Russia) dated July 23, 2010 No. 541n, in the section “Qualification characteristics of positions of workers in the field of healthcare.”

    The qualification characteristics of the nurse indicate:

    « Job responsibilities. Provides pre-medical care and collects biological materials for laboratory research. Provides care to patients in medical institutions and at home. Sterilizes medical instruments, dressings and patient care items. Assists when a doctor performs therapeutic and diagnostic procedures and minor operations in outpatient and inpatient settings. Prepares patients for various types of studies, procedures, surgeries, and outpatient doctor appointments. Ensures the implementation of medical prescriptions. Carries out accounting, storage, use of medicines and ethyl alcohol. Maintains personal records and an information (computer) database of the health status of the population served.     Qualification requirements. Secondary vocational education in the specialty “General Medicine”, “Midwifery”, “Nursing” and a specialist certificate in the specialty “Nursing”, “General Practice”, “Nursing in Pediatrics” without any work experience requirements.
